[SOLVED] How to speed up transfer speeds?

perhaps i could have found this information on forums if i could just word it correctly., but when i copy files from HDD to SSD my speeds are like 1.2gb for 2 seconds then drops to understandable 70mbps which it should be. From what i can understand there is some kind of buffer or cache thats helping me ? so my question is how do i increase that time from 2 seconds? i already have 32gb ram .
 
Use SSDs for source and destination? Even ordinary SATA SSDs are capable of 500-550 MB/sec sequential reads/writes...(do not expect that in transferring lots of small files, however, but, do expect 3-4X over what is sustained compared to transfers from/to a spinning hard drive.

The weakest link in a chain is the always the weakest (slowest) point.

yeah i understand its low because of the HDD, I tried to make it as clear as possible .... my question is how to increase that cache, is that even possible ?
