How to stop "active window" lag

When the window is not active, the processor apparently devotes less power and causes frame drops. Is there a way to avoid this?
Going to install mousewiz and see if it works.
 
go to "control panel"," systems", "advance system settings", hit the performance "settings" button under the "advance" tab, should bring up prefomance options then click on its "advance" tag.

on the setting "adjust for best performance of:" set to "background services"

this will let windows give all applications even cpu time no just the active window.
