When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:

GPU:
PSU:
Chassis:
OS:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

What game(s) are we talking about here?

On one of my games i mentioned low fps and posted a screen shot of task manager and somebody said cpu bottle neck but i dont know how to fix it.

The game is satisfactory and i never get above 45 fps no mater how i make the settings , i have other games such as horizon zero dawn that can do 144 fps

To start with you have an old relatively slow CPU if playing at or bellow 1080p it's CPU doing all the work but your 1080 GPU is barely used.
Simply said, it's probably too weak system for that game you didn't even mention.

Not even at the start of a game with nothing build yet?!
Satisfactory will be very CPU demanding when you have build up a huge factory but if you never get above 45 even in the beginning it could also be the gpu or something else.

If you run msi afterburner it can give you a live cpu and gpu usage during gameplay, maybe that could help in finding out what really hampers performance.

After 9 years, it might be worth considering a new PC. Some people change parts of their gaming system every 2 to 3 years to keep up with developments.

Could you post a screenshot of CPU use when running the game? Are all cores maxed out (100%) at 45 FPS.

@TerryLaze suggested running MSI Afterburner to monitor CPU/GPU use. A screen shot from Afterburner would be good.

Similarly, try CPUID HWMonitor. It shows the maximum speeds reached by your hardware and the current CPU/GPU speed. It might show what parts of your system are maxed out during gaming.

If you go to the Asus web site, download the BIOS file and follow the instructions (copy BIOS file to USB stick, enter BIOS, select Tools, update BIOS) you should find it relatively easy. There are plenty of online guides and YouTube videos.
