How to stop the scrollbar-jumps-to-top behaviour ?

Hi, sorry I had to post this in Windows 7 section because it does not seems to exist a generic Windows section, however I must suddently specify that this is an issue with EVERY Windows versions, since XP AFAIK but perhaps even earlier. It's something which annoys me since a long time but I never had enough time and motivation for a search. A quick search with Google, however, only leads to off topic or non pertinent discussions, or simply unanswered questions.

From what I grasped, this is the "intended, default behaviour" for Windows scrollbars but I wonder whether perhaps any method/trick/patch/hidden setting do exist to change it ?

I'm referring to the scrollbars, and this affects ANY application: file browsers, explorer windows, web browsers, anywhere. Everytime I try to scroll the window content all the ways down with the scroll bar, if I go slightly further I get it bouncing back to the top together with the window content. This is VERY STRESSFUL and annoying and I wonder why Microsoft during all these years never decided to prevent this or at least make this behaviour user-selectable.

Any hints ? Thanks in advance.

I don't know how to disable that functionality, but it never bothered me, because it was extremely rare. I just don't grab scrollbars with left mouse button unless it's something with 10k+ lines.

Some things I use that may help you lessen the problem:
- maximize window, use vertical taskbar, hide wide status bars (this way it will only happen if you move mouse too far to the side away from scrollbar)
- use keyboard keys / shortcuts like holding Page Down, End (if supported) or application specific
- get mouse with fast scrolling wheel like Logitech G500 or G502 and scroll even long documents with mouse wheel (fast scroll is my favourite feature of these mice)
