I want to be able to stream on Twitch with OBS with little lag from frames and ping. I don't want to have to buy another computer. Is there a device (like some sort of capture care) to accomplish this? I am going to stream PC games on my PC.

Here is my current setup:
Motherboard: Asus ROG Maximus V Gene
Graphics Card (GPU): 2x Nvidia GeForce GTX 660 Ti SC/OC (1 EVGA and 1 Asus)
CPU: Intel Core i7 3770k @4.2ghz
Memory (RAM): Corsair Vengeance 16gb @1600mhz
Power Supply (PSU): Corsair TX750m
Chassis/Case: Corsair Carabide 400r
SSD: Samsung 850 Pro 250GB
Mechanical Hard Drive: Seagate Barracuda 1TB
and 1TB Western Digital Caviar Black
CPU Cooler: Corsair H80i
Operating System: Windows 7 Ultimate 64bit

I'm confused as to what the problem is. You most definitely have the hardware to stream. If you're inquiring about dedicated streaming PC's in a setup like GoldGlove has, although they are useful, they aren't completely necessary for streaming.
