How to tackle power failures and advice on UPS configuration

Hi guys, my primary hard drive just died recently, and i need some advice before i move to an
SSD + HDD configuration because i don't want them end up like my previous two HDDs.

So here is what i need to know:

1. As i definitely require a UPS, what should i look for? and where? (i live in Bangladesh)
2. Do i need a surge protector along with the UPS?
3. Will future upgrading affect which UPS i should buy? (ex: upgrading cpu to an i7 or changing mobo)
4. Do i need to measure my system power consumption with a wattmeter?

System Specs:

Power Supply: Gigabyte (PULSE of something) 80+ Bronze 650 watt PSU
CPU: Intel i5 2400
GPU: Gigabyte Windforce R9 270
Mobo: Intel DH67CL
Ram: 2x8 GB of Trancend 1333 mhz sticks


Things to consider:

1. The duration and frequency of power outages in my country is ridiculous
power faliures tend to occur 2-8 times a day each for around an hour or so

2.Our building has a backup generator which runs during power outages but it takes a few seconds to start up and when main power is restored the generator takes a while to switch the power of the builing to the main line.

So it is possible to use a UPS for backup only for those few seconds as the generator starts up or shuts down and after that the UPS recieves power like normal.

I don't use the generator to power my pc as it would be severely damaging to use without a UPS.


So what do you guys recommend?

ur budget as well...
surge protectors are not very costly...better to keep the combo for more safety...future upgrading has nothing to do with ups and u certainly dont need a wattmeter reading...
