How to tell if ASRock Z97 Pro4 is Receiving Power?

I just purchased a new ASRock Z97 Pro4 and installed it into my case. The PSU is a Corsair GS700. My previous motherboard had a green LED light that would power on if the motherboard received power, however this motherboard doesn't appear to have any such device, and since the computer is not powering on I would like to find out if this is a PSU or motherboard issue (or maybe even something else). Is there any trick to finding out if this motherboard is receiving power?

For the first test, the CPU fan did not spin, it was the same as it was before (nothing happened)

The Paper clip test did work, so I guess that means it is a CPU/Motherboard problem.
 


Should this be with just CPU 8-pin and 24-pin plugged in? Also, do I just touch a screwdriver to the two pins?
