How to test frame rate on consoles?

I currently use the elgato game capture HD to record my ps4 footage. I would like to test frame rates and do frame rate comparison videos. How would I do this and do I need extra software?

I don't think you can test the framrate for console

Although here is a hint.

All consoles run at a maximum of 30fps so if your game play is smooth, assume 30fps, if game play is laggy, assume 20fps and lower.
