This is a pretty long thread because I am really frustrated so I am trying to give you any clues possible.
I have an HP computer. Specifically an HP Pavilion 570-p013wb, motherboard 82f2. So around 2 years ago I replaced the power supply with a used one I got from my cousin, everything worked well, except there was an insanely loud fan but I managed to just ignore it and continue using it for around 2 years. However I got a new HP computer, and I have no use for this one.
I had a family member interested in buying it, but he knew that it made a loud noise and asked if I could fix that so I switched the power supply to the old one it had which is a 180 watt HP power supply. During the removal of the 430 watt power supply, everything went fine, the 24 pin was a little hard to get out but I managed to get it out without any visible damage. I installed the old one, everything went fine, finished connecting everything in the motherboard (24 pins, 4 pin CPU, that's it because GT 1030 has no PCI-E slot, and any case cables (wifi antennae, fans, IO, and OEM power switch were also connected).
When I went to power it on though (PSU green led was on), it did not turn on, all I noticed was all the fans ramping up for like half a second and then turning off. I pressed the power button again, and this time nothing happened. Replugged the cable, fans ramped up for half a second again and then stopped.

I am not completely sure if my HP motherboard is dead or not, and if it is how can I fix it? Would I have to replace the motherboard or even the entire pc?

CPU: Intel Core i3-7100 @3.9 GHz (55W TDP)
GPU: Gigabyte NVIDIA GeForce GT 1030 2GB DDR5 OC
Drives: 1 TB Samsung 980 (not pro) M.2 NVMe SSD
RAM: Micron Single 8 GB stick @2666 MT/s (clocked at 2400 because of modest cpu)
