Do a Vga dvi or hdmi have to plugged into my graphics card and monitor in order for me to use my new graphics card?

yes, if u plug it to the mobo port, monitor will use your integrated graphic card instead of your discrete GPU (ur new GPU), what cable to plug depends on what port u have right now

If you look at the videocard, you will see the connectors it has, those are the ones you will choose to connect to your monitor. Your monitor will have an input, VGA/HDMI/DVI, and the videocard has the outputs. Hopefully you put some thought into which input your monitor uses when you picked the videocard.
