You can't access another user's files if he's on a different network. And to do that you'd need that user's permission.

None using the command prompt. On different networks your best bet is a sneaknet -- i.e. a USB stick and a pair of tennis shoes to run between machines. If you want to actually connect the two networks that is a different issue.
