How to Transfer Save Data From Xbox One?

I am about to build my first gaming PC and I will be running Windows 10. I am just wondering how I'd transfer my save files from games such as Dragonball Xenoverse on my Xbox One to my Steam games or versions of games like Dragonball.

Would I need a USB or EXT drive to transfer the save files and then once I plug them into my PC where would I even drag and drop them?

You generally cant, for the most part they are not interchangeable, since editing save files on PC and moving to console would be problematic.
