How to troubleshoot w/bootdisk?

heres a stupid question, but everywhere you are told to make boot disk for troubleshooting etc. what exactly does that do? if your system doesnt boot, what can you do from the "a" prompt other than wipe everything out? how do you diagnose problems using it in 9x or Me?

You can always have things or little utilities on that disk of yours!

You can use it to replace corrupt files or restore a working system registry, for example.
