How To Turn off CPU Core Parking in Windows 8.1

So i've been getting some stuttering issues with some games that i play on this pc and i was wondering if turning off cpu core parking will help. First of all, how do i know if core parking is turned off in windows 8.1? does windows 8.1 automatically unpark cpu cores unlike windows 7, or is it the same? and lastly but most importantly, how do i turn off cpu core parking in windows 8.1? Thank you.

Spec info
i7 3770k @ 4.5ghz
SLI gtx 680 (tried with SLI on and off too btw)
8gb corsair vengeance ram
850w Corsair psu
Samsong 840 evo SSD
msi z77a gd 65 motherboard
Windows 8.1 64bit

If i remember correctly it should be on your power plan settings to disable or enable core parking. But for checking what cores are getting parked you open up Performance Monitor with CTRL Shift and Esc.

And under performance tab click open resource monitor and click on cpu tab to check the parked cores. Take note that Resource monitor on windows 7 does not show parked cores but windows 8 does.

ok, so i've downloaded this tool http://www.coderbag.com/Programming-C/Disable-CPU-Core-Parking-Utility
and it shows that 2 of my cores are parked and for some reason it only shows 2 cores but not the other 2 (so it doesn't tell me if the other 2 cores are parked or not, it just showed me two lines), but when i go to resource monitor, it doesn't show that any of the 8 threads of the 4 cores are parked. Should i use this app to unpark these 2 cores anyway?


Update, tried it anyway and made no difference i think
 


Yeah was gonna say give it a try but don't think its going to make a difference in my point of view. Only reason core parking is on there is to reduce power consumption and heat when the cores are not needed for light work and such.
