How to turn off GPU fans

Does anyone know of any programs that can turn off my video card's fan when they are not needed/under a light load? I'm not even sure if this is possible but it would be very helpful.

Only certain cards will allow you to go fully passive when not in use.
However, using something like MSI afterburner you can set a fan curve so that the fans run at a low speed, such as 40%. This will lower noise levels, while keeping temps down.

AFAIK some GPU have their minimum speed that even program like MSI After Burner cannot override with their custom fan curve. my GPU for example will not go any lower than 45% speed even if you force the fan to go lower.
