how to turn wireless mouse USB into bluetooth headset usb

Is it possible to use a wireless mouse USB, like the physical USB that receive and transmits, and make it work as a Bluetooth driver?
So i currently have a wireless mouse USB it calls itself "2.4g Wireless Mouse". No description in the properties. i also have a Samsung Wireless Headset for a phone. Also have the usb cable for it as well, charges but wont connect to my commuter. seems to work for my phone fine Connects and is functioning. My issue is i cant simply plug it in and make it transmit a Bluetooth signal. Is this even a possible thing?
 
Fond something that slightly relevant makes me think i just need to go get a bluetooth dongle owell
"The M215 isn't a Bluetooth device. The M215 uses the Logitech® Advanced 2.4 GHz wireless technology, which is not the same as Bluetooth. Unfortunately, you will not be able to connect your phone unless the dongle also supports Bluetooth. From what I've read, that doesn't appear to be the case. Sorry, you seem to be out of luck."
