how to underclock or undervolt my cpu for lower temperatures

i5 8400 (stock cooler)
b360m k
1060 6gb
3 intake 2 exhaust fans
and still my games run at around 75 degrees constant

reapplied thermal paste, used a good coolermaster one.
i5 8400 is very renounced for not needing an aftermarket cooler and idk what even is happening

both my cpu and gpu operate at 75 degrees celcius (room temp 30+) and i would be really thankful if somehow links a newbie guide to underclock/undervolt or explain the process.
 
How is your airflow going, for example rear and top exhaust front and bottom intake?

You can undervolt the CPU but as the CPU is low wattage i think the issue is that the stock cooler has aluminium base not copper (check that also).
For part of undervolting you cannot damage the CPU or system, you can make it only unstable if you go under a lot.

Download CPU-Z and post first tab while running aida64 (dont screenshot it while you stopped aida, screenshot it as the aida is running).
In aida the stress tool is under "Tools" and select; Stress CPU, FPU, Cache (this stressing/burn tools is usually a lot harder on system than normal usage like games and etc.).

For example if your voltage in CPU-Z while stressing is 1.135V like mine on i3-4170 i tested with my CPU and i could undervolt to the 1.05V soo 100mV shaved.

Other option is chaning fan curve.
 
For a CPU throttle - In this order:

Click the Start button and click Settings.
Click System.
Click 'Power&Sleep'.
On the right side click 'Additional Power Settings'.
Click 'Change Plan Settings' for your plan.
Click 'Changed Advanced Power Settings'. Power Options Dialog appears.
Click the + next to 'Processor Power Management'.
Open and set 'Maximun Processor State' to 98%.

Windows will now throttle your CPU overclocking to zero. This remains in effect until you change it back. Experiment with different values.
 


mine is 1.1 - 1.2 V
where do i change settings and how much to reduce?
 


doing that brought down my 3911mhz to 2700mhz
i dont want that much lower performance
its unreasonable
 


ok so my base clock is 2.7 and thats what its hitting on 98%
i dont want that but
turbo hits 4ghz
