Question How to undervolt or cool a Ryzen 5 5600x ?

Hello ,
I have a new build and ive noticed the cpu temps are 95-80 c under load ,less than 60% use , around 4.3-4.6Ghz and the voltage running at max 1.3 all the time almost,ive tried replacing the thermal paste , it went normal 60-80 under load and after 30 minutes its back to 95c , i use a decent midatx case with ,cpu fan Abkoncore ct450w, 3 front intake, 1 rear out and open header with mesh magnetic net .
My build is
B450 steel legend
16GB ddr4 3200
Rtx 3060 ti
3tb HDD + M.2
How should i fix it?

I have used rampage tm220 2g 11w/mk , applied it to the whole surface and installed the heatsink , i dont want to burn my pc by using pbo curve etc... Cuz im not a professional

PBO Curve Optimizer with a negative offset undervolts the CPU. It's not going to fry it and if the computer fails to boot, you just reset the UEFI settings.

Now I'm not guaranteeing anything or saying anything is fool proof, but using a negative offset is safer than going the other way.

Even though it's not a particularly hot running CPU that cooler may not be adequate.

Pick up something like a hyper 212. The vetroo v5 is ok on that cpu ad all. For a budget you could look at the gammax 400. Basically one of those tower coolers should do pretty well.
