How to unhide bottom toolbar?

When I open any program the bottom toolbar hides. How do I keep it displayed at all times?

right click
go to properties
make sure Auto-Hide is turned off

right click on an open area of desktop
select personalize
at bottom left select taskbar and start menu
check LOCK THE TOOLBARS
