How to update a bios of Dell Optiplex Gx260

My Gx260 bios needs to be updated from a02 to a09 it's very old so i want to update it and for the purpose of upgrading the CPU!! I've got the Bios and when i created a bootable usb and put the bios in it just didn't boot?? What should i do?? This optiplex doesn't have a OS yet and i'm installing it soon!!!

Specs: Intel P4 2GHz
Mobo - OEM mobo
Memory 2 512 memory modules = 1gb
Video Card = 3 Variations but all NVIDIA - GeForce mx4 400
Quadro Nvs 280 Pci
MX 2 420 - ALL Cards were old hoping to upgrade sometimes!!
The Quadro Supports Vista
OS = Selecting from Vista or 7 = I want 7!!!

40gb HDD

and oh i created the bootable usb by CMD is it correct?? = DISKPART


 
Just to be clear I'd already had the latest bios file from DELL This pc has no OS yet so i get a BOOTMGR is missing but i know i need an os for that!! This bios file goes into my bootable usb but when i plug the USB on the pc and turn it on, it just didn't show my USB?? What supposed to be the problem!!
 
I Accidentally turn off my pc when it's installing so that's the reason the OS was gone!! Well i used these OSes many times!! BTW let's get back to the bios when i choose what to boot in the bios menu the USB didn't get listed?? any Solutions??
 
your not getting my point bro!! my problem was the bios not the OS!! my bootable USB, It wasn't there on the list in the BIOS boot menu, The only one's showing was 1. Normal 2. Hard disk drive C: 3. IDE CD ROM Device 4. System Setup 5. IDE Drive Diagnostics 6. Boot to utility Partition!!! NO USB, even if my usb was bootable!!
 
Go into bios by hitting F2. Look through all fields for "boot from flash drive" or "boot to USB". If that doesn't help, post here and I'll dig my dell Gx260 out and do what I can to help.
