How to upgrade my PC

So my basic setup u need to know is this:
Amd Fx-4350 4.2 GHz
16gb ram
4gb Gigabyte gtx 960

I get around 30 fps on GTA 5 and ark survival on 4k but my question is should I get a 2nd gtx 960 because in GTA 5s settings it shows my vram in the red when I put it on 4k but it runs 1920 perfectly at 57 frames on average

1) Your CPU is poor
2) Your GPU is terrible for 4k, and two of them wont fix that

You're gaming on a FX-4350. With a GTX 960. Get both of those upgraded.

vram will still be in the red with SLI, the memory has to be cloned (before dx12/vulkan games) in both cards, you don't add ram in SLI or crossfire setups. 4350 and 960 is a budget setup that runs great in 1080p whereas 1440p and 4k takes a toll on higher equipment

I would suggest to getting your CPU upgraded to FX 8350 or FX 6300 at the very least and also I would suggest getting. A Cooler master 212 as the CPU Cooler because from what I've heard AMD's stock coolers aren't as good as Intel's so their CPUs can overheat. Next I would say stick with the GTX 960 and stay with 1080p because 1080p is really all you need if you can run it at 60 FPS for gaming because:
1) Even with the new processor, you won't stand a chance at 4K
2) 4K is totally overrated as it costs too much just a bigger resolution
If you really do want to go for more, get a second GTX 960 in SLI mode and go for 1440p but even that is not always a consistent good performance. But honestly I would just upgrade CPU and go 1080p.
