How to use intel turbo boost

my laptop, a dell inspiron 5548, has an intel core i5 5200u @2.2GHz and checking online on intel's website, using turbo boost the processor can clock up to 2.7 GHz. So how do I activate turbo boost cause even when playing Dark Souls 3 and checking task manager while its running the highest I've seen the processor clock to was 1.6 or 1.7 GHz so I'm trying to squeeze out as much performance to run the game.
 
It normally only works when pc is cool, it should be an automatic feature of your CPU. Its unlikely to come on in a game as its unlikely the CPU will be cool enough.

i wish it scaled to 4k, so many hardware monitors are so tiny now. Need a magnifying glass to read them.

800 mhz, yep.. that is about right get quad core just to have a CPU run slightly faster than a pc i had 14 years ago... i guess it is idle and does spike to 3.8 ghz if it needs it...
