how to use less cpu usage on gta 5?

parts for this thread:
cpu: Athlon 860k 4.0ghz
gpu: gtx 960 4gb

my cpu on gta 5 is always on high usage and ik its because its a very cpu heavy game and there is a bottleneck, but what im saying is that is there any way to lower the cpu usage or maybe change some settings on gta to make it lower.

Turn the grass to the minimum, lower the distance scaling, Post FX down, Shadows down, Tessellation off, Water minimum, reflection quality low and turn off ambient occlusion.
