How to view and use my Android phone on my Desktop?

What FREE app is available that one can use to use one's cellphone from a computer? Something free and doesn't require any rooting.

My PC is running on Windows 7.

You should list your android phone's make and model because there are different ways. When I used to have my Note 2, I ordered an MHL cable from amazon for around $7-10 that mirrored my phone to my computer monitor... but some phones don't support that.
