How to wipe drive after touched by UEFI-boot computer

After my new blank 40GB hard drive was connected to a Windows 10 computer, it always comes up 1 LBA short of its normal size when attempting to restore a Clonezilla disk image to this drive. The same model blank drive can be restored with the same disk-image if the drive wasn't previously touched by the Windows 10 computer.

I have done a Diskpart > clean but the blank drive is still 1 block smaller than it would have been before its Win10 experience.

So how can I free-up the 1 block that appears to have been protected or reserved by the Win10 computer ?

FYI the clonezilla disk-image was made from an Hitachi 40 GB drive and has been restored dozens of times to the same model Hitachi drive. This loss of 1 block only happened on the drive attached to a Win10 computer.

had a drive with same problem

tried everything including diskpart with the force command ,disk management,formatting etc

only 2 ways i could get rid of that tiny partition were

1--go to install windows on it and when it comes to select where to install i deleted every partition on the drive which weirdly worked

2--used aomei free partition manager that let me delete it easily though none of the other partitioning software i tried would delete it
