How well should this older system perform video editing (Premier Pro) and some gaming?

A good friend of mine obtained a computer for free, and is currently using it for video editing and some gaming. Apparently, it is rather sluggish for video editing; he did put a GTX 1070 in last year or so.

I got some system information from it (see below), but I am not familiar with these components. Would love to have someone with expertise in this to help....thanks.

I told him he might need a new CPU, MB and RAM.....

So he is just starting out in this business and I want to help him (doesn't have a lot of investment $$ yet).
I happen to have a pc with an older i7-3770 CPU and 16GB RAM; will this be faster if coupled with his GTX 1070? Below is the comparison....can't really tell.

I just want to make sure that this is going to help with improving Adobe Premier Pro performance; I am less concerned with game performance. Assuming apples to apples, how much improvement should he expect?

From what I have read it seemed to me that the two CPUs will perform about the same....that is, Premier Pro likes multiple cores, but I clearly am not an expert in this.
