How well would this rig edit video?

Hi, I'm building a PC for a friend who wants to do some light 4K GoPro video editing on a budget. I don't know a whole lot about video editing and need advice on how well this computer would do.
Intel Core i3 4170 CPU
MSI H81M-E34 Motherboard
8GB 1600MHz RAM
EVGA 500B PSU
GeForce GTX 950 GPU

not bad...if he has some extra funds go with an h97 mb and 4590. if there still in stock at micro center there 160.00.
if he going to game and go with a higher end gpu latter on go with a 650w unit. also look at the cost of newer skylake cpu and h100/h170 mb. if the price is close have him go with the newer skylake. the newer cpu are faster then the older haswell.

Video editing speed comes down to HDD speeds combined with raw CPU power.

Ditch the 950 for something more modest, the 7xx series are dirt cheap now. I presume you will be using the adobe suite of software, premiere doesn't use cuda cores on the GPU for encoding / decoding but only for some effects which basically means no need for 9xx series gpu.

See if you can squeeze in that way an i5 and preferably 16gb od dual channel ram. What hdds are you using ?

I haven't found a HDD yet, what ones would you recommend? I live in Australia so the selection of parts is less than what you would get elsewhere but I'll try and fit a better CPU in.
