so will this pc can run upcoming games @ ultra in 1366x768 res

No chance at running games at ultra mate, you might be able to get decent framerate at low settings though

You can fidget around medium to high with sum withh aa on and aa off. Beware witge d games that are cpu intensive or gpu intensive.

The r7 265 can run battlefield 4 at high settings with 48+ fps, ultra at around 30 at 1080p. So I think you'd be fine for a while at playing medium to high settings on 1366x768.

The R9 270 can give you an average of 45 fps on 1920x1080, around 50 on 1680x1050 and that's with ultra settings in bf4 (which gives you an overall view for all high end games). I'd say you would get a smooth 55-65 fps on your preferred resolution, which is quite playable

Although it is not guaranteed as those results were made with a quad core processor, which is really needed in new games. And your i3 2120 would really be a bottleneck for the R9 270.

It should work fine with the psu too, but an upgrade is better.
