Including for a new gpu my old one burnt out I think it's because the previous owner spilt something sticky on the card I could see residue on there I just want to know how likely it could ruin a new card before I buy a new one?

Your post is not that clear, but in short, i would replace ANYTHING suspect - especially if anything liquid has been spilt on it, and don't power it up again until you have made sure nothing else is effected.

If it is just the GPU, you may be ok if the PSU tripped and didnt short out causing internal damage. Still best to replace both.
