How would one go about activating the Intel turbo boost on a computer?

I bought a TW100 after Black Friday, and it does mostly what I bought it for, (Play some games from steam and browse the Internet.) and I saw that I could turbo boost it to make it a bit faster. How would I be able to activate the turbo boost since it vaguely describes how on the website.

1) intel xtreme tuning utility , it is the easiest way to set turbo boost on

I tried downloading that program and it said it was an unsupported device.
