you do not need the GTX titan black , it is overkill ,
i would get a 780TI there wont be may games you cant max out on this card

with the savings get yourself a quality ssd for your OS

you still have savings so you could step up to windows 7 pro for better gaming compatabiliy with older xp games

What case should i get? i have a k280 that i can use but i dont think it is the best for watercooling

the best case value for money and watercooling i would have to say

that case and a corsair h100i or h105 and you will be good
unless you want a mid tower case
