I would stick with the Gigabyte - B360M DS3H. It is a good pairing with the 8400 and you don't need to worry about RAM speed. There will be no performance difference with 2666mhz RAM and 3000mhz RAM. So no need to spend extra on a Z370 board for something that wont give you better performance.

If you already have the RAM, then it is just fine. It will run at 2666 natively. Just to save cost, typically 3000mhz RAM cost more than 2666mhz.
It is a good build. You wont have a problem running games at high settings. 120gb SSD is not going to hold much more than the OS. Down the road you may wish you had gotten a bigger one. You can get a budget 250gb SSD for around $50.

You don't need a 650 watt PSU for that rig. A good 550 watt will do the trick. The Corsair CXM is not the best PSU corsair has in their lineup, but it is not terrible either. If you have some room in your budget I would look for a EVGA G2/G3, Seasonic Focus Gold, Corsair RM or Corsair Tx. Those are all excellent PSUs.
