[SOLVED] How's this Partial-Build Look? (Upgrade for better VR.)

Been out of the game for a while. Right now I have the system outlined in my signature, with an Oculus Rift.

Thinking it's time to finally update CPU/MOBO/MEM. Mostly with an eye toward improving VR framerates/quality. Don't want to break the bank.

Should I just save up for a newer GPU instead?

Does an M.2 Drive help loading times in game? (Coming from a pretty good SATA SSD.)

Can I re-use my Noctua NH-D14?

Thanks!

Not to limit this discussion to CPU Cooler, but I'd be willing to pay more for a quieter and easier-to-install Cooler. Reviews pointed me to that H7. Does the Noctua have the same low dBs? Is there a quieter fan you'd recommend? Tired of hearing my current model squealing. :)
