HP 250 G1 Laptop No Boot

Hello,
My brother gave me his pc and it has 200GB HDD (It can be used for laptop too) and I replace this HDD with my laptop's 500GB HDD (Laptop : HP 250 G1 (2020M/4GB/500GB) ) So I did a format to my new pc and everything works but when I am trying to start my laptop it says something like : Boot device not found ... please install an operating system to your hdd ... I tried to install windows 7 from a usb stick with rufus ( First boot device and these things...) but it didn't work

It keeps saying the same thing
Also it says hard disk 3f0

Okay.

Please enter the Boot Menu (typically achieved by pressing F12 or F8, your boot screen may tell you what to do) and select your Windows 7 USB as your first boot device.
Then boot from that and carry out the installation
And when your done, make sure the HDD is the primary boot device. Simples.
