Question HP 8200 SFF and HD6450 video card

I am trying to install a Radeon HD 6450 video card in a HP 8200 SFF running Windows 10. As soon as it boots up and I see the Win 10 logo, the computer shuts down. If I boot in Safe Mode (low video resolution) the PC boots fine . The PC works perfectly with the original dual VGA video card in full resolution. BTW, this is the second video card that behave the same way so I am sure there is nothing wrong with these cards and I belive this PC supposed to work with these cards . Any idea why the PC is shutting down with this HD 6450 and how do I fix it?
