Hello,
My wife was given a HP EliteBook 8470p from her office when they changed out their computers.
The laptop is from 2012 with a i7-3520 cpu and 4 gb ram.
It had windows 7 32-bit installed that I now have upgraded to windows 10.
I see it has a x64-based processor and want to upgrade to windows 64-bit version.
The BIOS version is from 12/5/2012 and I don't think much else has been updated for some years,
Is it necessary to update the BIOS before installing the 64-bit version of windows?
I plan to make a clean install and also upgrade to 8gb ram and put in a ssd.

If you reinstall the OS after making the bootable USB installer, you should be able to reinstall the OS in 64bit version. You've mentioned the BIOS date but we'll need to know the version of BIOS you're currently on. Judging from that date/time, you've got BIOS updates pending but please be sure to input your laptop's serial number into their support page here to get a list of all the updates and drivers your laptop can support.

Answer to your last question...yes you're advised to update your BIOS to the latest version prior to upgrading to a latter OS or even latter hardware.
