HP EliteBook fails to boot

HP EliteBook is all I can gather about this laptop without it turning on. It has a full charge and the fans spin up to 100% and that's it. The keys are lit up but don't respond. Occasionally it does boot but only after MANY tries. I don't even get the HP Bios screen. Could it maybe be a defective motherboard, screen connector, or failed hard drive. Its a company laptop so its loaded with monitoring software and encryption, do you think maybe some short of drive encryption hiccup is taking place. Please respond urgently.
 
Solution
Unplug your laptop from the power source, take out your battery from your laptop.
Hold down the power button for about 15 secs.
Put the battery back in, along with the charger and see if it can boot again
