Hp hard reset

I did a hard factory reset on my hp lab top but it is stuck at 64% and had been for weeks how do I stop this and start Over

Try turning it completely off, not sleep or hibernate but off. Then make sure there is no Ethernet or WiFi available to the laptop. None at all. And restart the laptop.
