HP Laptop on Windows 10

The computer boots OK but will not open any program or file, can't even open settings or operate a proper shutdown. How do I resolve this?

What exactly did you do to get to this point?
Please give us laptop info, name/number so we know what are we looking at here.

Can you open CMD prompt? Do you have Windows ISO/installation media. (maybe on flash drive or DVD)

You could try repairing windows:
1. Run command prompt as admin
2. Type sfc /scannow at command prompt and hit Enter.

It is an HP Pavilion Model No. 15-af112na
I do not have the installation media.
Have tried the CMD prompt but it will not accept an entry, I'm on as admin but it will not accept me.

I will give you the long way:

Go here and look at NUMBER 6 way of getting to SAFE MODE:

(6. Interrupt the normal boot process of your Windows 10 PC)
When in the safe mode, try running SFC scan.

If everything fails, you might be looking at fresh install of Win 10. I hope more people will answer this. (brb in 30 min, gotta walk the dog)
