HP laptop screen nothing but scolling lines

OS: Windows 7

I was given a laptop to look at today.

When I turned it on, it was slow to load and when it did, the screen is full of lines. The lines appear to be scrolling like it is refreshing.

I noticed that the wifi would not come on and the button stays red.

I tried to hook an external monitor up with a VGA cable and got nothing at all. I tested to make sure cable was working by hooking my HP laptop up to it and it showed my desktop.

Any idea as to what is the cause? I am leaning towards the motherboard or GPU issues rather than a monitor issue.

If the button stays red, it appears that the point at which the Wi-Fi drivers are loaded is not being reached, which could suggest that nothing is happening during boot. The scrolling, refreshing lines, if they appear jagged and rainbow-colored rather than plain white, may indicate a variety of hardware issues. If it were merely a monitor issue, then the VGA cable would work just fine, and it would boot as needed. Motherboard or GPU could be the culprits here. However, try reseating the RAM just in case.
