hp laptop wont power on but the power button on and rom running but fan not running. tried removing the battery

HP laptop won't power on but the power button is on and the rom is running but the fan is not running and the screen remain blank. I tried removing the battery and pressing the power button for more than a minute but still the same. Please help

next thing I would try is to change the charger.
