Toner smudges appear on the back side of the printed page. As more pages are printed the smudges get worse and also begin to appear on the front side of the printer page. It appears that the toner is fused to the paper. Previously, I had a similar issue and replaced the toner cartridge. Quality appeared better for a very short period of time and then the smudges started again.

Replace the fuser not the toner.
