HP Pavilion a450n stuck on bios screen

I have recently been working on a HP Pavilion a450n as a way to work on a os I am developing. After formatting the drive to a partition of fat16 with a gparted live usb, (only file system that works) the computer gets to the bios screen, resets, then gets stuck on the bios screen. I have no idea what has caused this, and it would suck to lose my only any purpose computer.

Specs:
Intel Pentium 4 HT @ 3.00 GHz
2GB of DDR ram.
150GB IDE HDD.
Nvidia GeForce 2 MX200

A formatted partition of fat16 has a maximum size of 2GB. If you don't have an OS on it, then the BIOS is as far as your going.

But it won't even boot up to the setup menu, boot selection menu, won't show anything after that bios screen.
