HP Pavilion HPE h9-1130 Phoenix

I bought my son the HP Pavilion HPE h9-1130 Phoenix computer for xmas last year. He would like a better graphics card . Could anyone tell me the best card that I could up grade this computer with?

Judging from this spec sheet, it has a 600W power supply, but do you know how many amps it can push on the 12v rail?
