HP pavilion laptop won't boot up or turn off

Power light is on, f12 key on, cap lock is flashing. The screen is black. It will not boot up and to turn it off I have to unplug and remove battery. HELP!

Whenever CAPS lock key blinks on hp machines, its an indication of a hardware error.

-->Note the number of blinks which is very important. Try to see the guise below and note where the problem lies.
