Question HP Pavilion Slimline S5-1414 does not boot up

Hello all,
I have this hand-me-down hp slimline S5-1414 PC I am trying to get it to work. Pushing the power button the pc turns on, led light for power stays on, hard drive light stays on for about 5 seconds, I see the fans running but nothing on the monitor. I did a bit of basic troubleshooting, think it may be a bad PSU or bad onboard video? I put in a half size video card (ASUS, 256mb onboard memory, not sure if compatible) from another very old pc I have but same results. Is this thing dead? Appreciate any help. (First time poster here, apologies for any newbie errors)

I would strip it down to just cpu, one memory module, and no gpu, no storage. If it doesn't boot that way, it's either the cpu, memory module, or motherboard or power supply (I doubt it's power, but it can happen).

Thank you for your response! Okay, I can strip it down to CPU and one RAM stick but when you say no GPU do you mean no graphics card? If so, I only have the on board video card. Also no storage meaning disconnect hard drive? Sorry, this isn’t my strong forte, can you please be a bit more specific?
