HP Pro 3500 won't boot to Windows

Hello,

I have an HP Pro desktop computer that was working fine, recently it started not booting to windows. The HP splash screen come up after I get the black screen "Windows Error Recovery, Windows failed to start. A recent hardware or software change might be the cause".
I tried starting windows normally, safemode, running all diagnostics, and launching the repair and none of that worked. I also have tried re-imaging the machine at least 3 times and I still get the message and will not boot to windows. I have taken out the memory, processor, cd drive and I still get the message and it still won't boot to windows. I have worked on about 50 of these and this is the first time I ran into this issue.

Can anyone help me with this issue?

HP Pro 3500 Series
Processor: Intel i5-3470 CPU 3.2GHz
Memory: 4GB
Hard Drive: Toshiba 500GB
CD-ROM: HP
OS: Windows 7

Also, I can get to the bios just fine.
 
I'm thinking it's the hard drive itself that is faulty, you can run WD's Lifeguard for DOS utility here http://support.wd.com/product/download.asp?groupid=613&sid=2&lang=en or SeaTools for DOS here http://www.seagate.com/support/internal-hard-drives/consumer-electronics/ld25-series/seatools-dos-master/ either can be run independent of an OS and should be able to report on the health of the hard drive

I had switch the hard drive with another working HP and it still didn't work.

C12Friedman thank you for all your help. I had figured it out, for some reason the bios was changed. I set everything to the defaults and now I'm able to boot to windows without any error messages or problems.
