I found a pretty decent price on a refurbished HP ProDesk 400 G5 Micro Tower (not mini) with the i5 3.0 ghz (8500 - Generation 8). My intentions Mafia 3, some steam games.
Snag it?

Solution
If you want to play Mafia 3 you need a good gpu, the Intel I5 8500 is good enough. The HP ProDesk 400 G5 Micro Tower looks pretty cramp in there and the stock psu is limiting your options for a gpu.

Now I'm looking at Gen 9 for $100 more.
HP Business Desktop ProDesk 600 G5 Desktop Computer - Core i5 i5-9500 - 16 GB RAM - 256 GB SSD - Micro Tower

The problem with most pre-builts is expansion--I'd do some research on this before pulling the trigger so you know the limitations.
I've been checking out youtube videos a lot lately especially models you can upgrade the video cards and ram vs a "gaming computer" for under $1000.

Yeah be careful about those videos--treat them as a commercial. Those people have incentives for telling you what they are telling you so it may not be the truth. Do your own home work and searches for forum threads where people have tried what you're thinking to try--don't rely on videos and the possible smoke and mirrors.

Also in the same post is a comparison of the HP ProDesk 400 G4 SFF and HP EliteDesk 800 G3 SFF, which is an applicable comparison to your case too.
The main differences between HP ProDesk and HP EliteDesk family are that EliteDesk has:
  • Higher number of features
  • Wider choice of hardware
  • Higher level of testing, durability and reliability
  • Enterprise level security and management
  • Wider customization

I wouldn't personally spend money on anything HP after having a horrible experience with their prebuilts.
