Question HP ProLiant DL380 G7 graphic card pc health light flashing

I bought an HP ProLiant DL380 G7 and i was putting an GTX 1660 graphic card in it and when i plug it in it try to boot but the pc health light turns red. Then if i unplug the gpu it boots fine. I dont know why, is it bc it not getting enough power.

Specs:
Motherboard - HP ProLiant DL380 G7

RAM - 72GB DDR3
CPUs - 2xX5660
Power supply - 460W
GPU - GTX 1660

Which server do you have? You say DL380G7 one place and DL160G6 another ?
