HP slimline s5610y Amateur Help

Hello, I just purchased this slimline HP yesterday, it was used, Before I start using it I was just curious about these two wires that were disconneced, one seemed to be coming from under the PSU and has 6 prong inserts in it (Black Cable). The other come from the front of the computer, Im assuming the USB ports because the USB in the front don't work is the black and blue twisted cable. And third I was wondering if I should replace the thermal Paste on the CPU, or would it make a difference, I just lifted the heatsink and it seemed pretty dry. Any advice would be appreciated.

If you lifted the heatsink, yes...replace thermal paste.

I would upload larger more easy to see images

Follow the cables to the front of the case to see what they connect to.

The little cable could be almost anything(I have seen batteries and a small speaker connected like that).

As soon as you removed the heatsink, you have(or at least should) to clean and reapply new thermal past to prevent overheating.
